Open the PDF file in Microsoft Word
Open Microsoft Word → click File → Open → browse to your PDF file → select it → click Open. Word displays a message: "Word will now convert your PDF to an editable Word document. This may take a while." Click OK. Alternatively, right-click the PDF in File Explorer → Open with → Word.

Review and save as DOCX

Free from libreoffice.org. Publisher: The Document Foundation (open source). VirusTotal scan: 0/72 engines — confirmed clean. After installing, right-click your PDF → Open with → LibreOffice Writer. LibreOffice opens the PDF using its built-in importer and converts it to an editable Writer document.
