Key fact: PDF to Word conversion quality depends on two things — whether the PDF contains real text (native PDF) or scanned images of text (scanned PDF). All five methods handle native PDFs. Method 1 — Open PDF Directly in Microsoft Word (Best Quality, No Upload)

Since Word 2013, Microsoft Word can open PDF files directly and convert them to editable DOCX. This is the highest quality free method for native PDFs — Word uses its own rendering engine with direct access to Microsoft font and layout libraries. No upload, no account, entirely offline.

Open the PDF file in Microsoft Word

Review and save as DOCX
Word opens the converted document in editing mode. Review the formatting — check tables, headings, and image positions. Minor adjustments are often needed for complex layouts. When satisfied, click FileSave As → select Word Document (*.docx) → click Save. Do not save over the original PDF.

Free from libreoffice.org. Publisher: The Document Foundation (open source). VirusTotal scan: 0/72 engines — confirmed clean. After installing, right-click your PDF → Open withLibreOffice Writer. LibreOffice opens the PDF using its built-in importer and converts it to an editable Writer document.

Why does the formatting look different after converting PDF to Word?+
PDFs store content as fixed-position elements locked to exact coordinates on the page. Word documents store content as flowing text that reflows when you resize the window or change fonts. Converting between these two fundamentally different structures is never perfect. The more complex the PDF layout — multi-column text, custom fonts, floating images, footnotes — the more likely some formatting will shift. For simple text documents, all five methods produce near-perfect output. For complex reports, Method 2 (Adobe) gives the best results.
Can I convert a scanned PDF to an editable Word document?+
Yes, but only tools with OCR (Optical Character Recognition) can do this. A scanned PDF contains images of text, not actual text data. OCR reads those images and converts them to real, editable text.
